Irom Sharmila and her single handed campaign to repeal AFSPA
While the national media has remained apathetic to the plight of Irom Sharmila in Manipur who has been fasting for ten years and has been force fed by the government, the same media is lapping up every bit of development from Anna’s week-long fast.
Posted/Updated Thursday, Aug 25 15:27:12, 2011
It’s an odd time of the year for the national media to remember the Iron Lady of Manipur. Irom Chanu Sharmila usually figures in the news around March every year when she is ceremoniously released from judicial custody and then rearrested after 24 hours on charges of attempted suicide. She is rearrested because she refuses to budge and break her fast demanding repeal of the draconian Armed Forces (Special Powers) Act 1958. She has been on fast since November 2000. Well, she was invited by Team Anna to join in his over week-long fast against corruption and Sharmila’s decade-long fast managed to grab national headlines yet again. “Anna and all of us appeal to you to lend us your support in letter and spirit and invite you to share in our experience,” key member of Team Anna, Arvind Kejriwal’s letter stated. Expressing her solidarity with Anna’s campaign, Sharmila responded, “My humble suggestion is if you feel seriously, please try to reach the concerned legislators to let me go free, like you, to join your crusade to root out corruption, which is the root of all evils. Or you can come to Manipur, the most corruption-affected region in the world,” Sharmila said in a letter to Team Anna. This interaction was picked up by the national media. HindustanTimes headlines ran, “Irom Sharmila regrets not being able to join Anna” and Economic Times stated, “Irom Sharmila supports Anna’s campaign”. The Times of India stated, “Many Anna Hazare critics have been invoking Sharmila's case to argue that the government was indifferent to the latter's cause but capitulating to the "blackmailing tactics" of the former. Some critics of the anti-corruption movement have also questioned the conscience of Anna's middle class supporters for being apathetic to Sharmila's indefinite fast.” The history of the land, the persona of Hazare and Sharmila, the course through which the anti-corruption campaign and the anti-AFSPA protest has traversed, are unique in their own ways and mixing them up would only make a cocktail for the so called mainstream media to gloss over. Sharmila's aura has been generated not by any media coverage nor by support or solidarity to her cause but by her sheer will and determination. There is no reason why she should reach out for any crutch at this moment of her campaign. This is her strength. Diluting it would be criminal." The Kangla Online, another portal from Manipur quoted an activist from Just Peace Foundation who support Sharmila’s cause. The activist stated, “To me both have similar causes. Anna fights for a corruption free society while Sharmila struggles for the right to life”. Another Imphal newspaper, Hueiyen Lanpao, said: “It (the invite) can be interpreted as mischievous, callous and patronizing, which smacks of insincerity and total lack of knowledge of the ground reality of Sharmila’s struggle in Manipur.”Anna Hazare's invitation to Sharmila is not only an insult to the intelligence and resolve of the indomitable lady, but also to the intelligence of the knowing public of this state. Hueiyen Lanpaofurther criticised the invitation stating, "It is a cheap publicity stunt to garner support from any and all quarters. Therefore Anna Hazare should stop bothering Irom Sharmila, their causes are different. Least of all he should realize that Irom Sharmila has been nose fed forcibly for nearly eleven years. She is hardly in a condition to join his political circus." The Editor of Imphal Free Press, Pradip Phanjoubam in a poignant write-up states, “Every television network went gaga over Hazare but have spared barely a thought for Sharmila. This contrast highlights a number of grave issues. Above all, it demonstrates the deep disparity that exists between the concerns of the North-eastern states and the rest of the country. Who can now say, with any justice, that the vexing nationalistic problems in the North-east have no deeper basis than lack of development? This apart, the emerging scenario of the nation’s concern over Hazare’s hunger strike should have made it clear that at the root of the North-east problem is also an exclusion of the region from the national psyche.” Civil rights activists have expressed their cynicism to this invitation to Sharmila. Singhajit Singh, a civil rights campaigner and elder brother of Sharmila was seen voicing his comments on a local satellite channel. He said, “This is nothing but racial discrimination. See how Anna's fast has hogged media headlines and see our very own Irom fasting for nearly 11 years. If Anna was born in Manipur and Sharmila born in New Delhi, things would have been just the reverse. For the mainstream media, northeast or things happening in the northeast hardly excites them”. A few local channels were seen having a panel discussion on whether the national media gives the region its due and whether Anna’s fast has been blown out of proportion as compared to Sharmila. The Telegraph’s headline ran “All ears for Hazare, deaf to Sharmila’s crusade” They quoted Babloo Loitongbam, director of Human Rights Alert, Manipur who said, “When Anna Hazare went on hunger strike for a couple of days the whole country came out in support and even Parliament was rocked. Sharmila is fasting for more than 10 years seeking the right to life and still Parliament remains silent and the mainland keeps mum. This is because Sharmila belongs to the Northeast.”
NETV's Manipur bureau put up a touching story on Irom Sharmila's cause. They stated that for the people of Manipur, where right to life is an every day struggle, corruption becomes a secondary issue. The show quoted Irom Sharmila as saying, "I want to tell the people of India that if Mahatma Gandhi would have been alive today, he would have launched a campaign against the AFSPA." The show which recounted the traumatic struggle of Sharmila ended with a poignant line, "If Sharmila dies, each of you journalist would be responsible as you did not do your duty....." Riding on the Anna wave, Sharmila has also managed to garner support from netizens on her struggle. The Deccan Chronicle ran a story on how netizens are using facebook and twitter to support Sharmila. “The lack of government response convinced Irom Sharmila, then 28, to act. On the evening of Nov 4, after taking blessings from her mother, she launched her hunger strike against the wider problems of AFSPA. In due course she extended the scope of her demand to all regions of India's northeast where AFSPA has been imposed,” says the Facebook page on Sharmila.

The All India Christian Council, a national human rights and advocacy group, has offered to work with state government agencies for advanced treatment of Mamta, a Dalit teenage girl of Juhari village in Sitapur district of Uttar Pradesh who sustained serious face and upper body burns on 2nd August in an alleged case of rape and assault. The team interviewed the girl in the burns ward of the Sitapur District men’s Hospital, her parents and siblings in their village home as also a cross section of villagers, the District Superintendent of police, Piyush Mordia, Deputy superintend Vidya Sagar Mishra, Ramkot police SO S K Rai, senior medical superintendents of the men’s and women’s hospital Drs Chetan Raj Aggarwal and Kusum Massey and gynecologist Dr Nisha Pandey who had examined the victim when she was first brought to the hospital. The team also had access to the complete medical records, FIR and forensic records.
The medical and forensic examination reports, which arrived yesterday, have failed to either confirm or rule out the possibility of rape. The police said in the circumstances, they would continue with the investigations leading to a charge sheet covering rape, assault, and the anti-atrocities act. Though the police had called five young men of the village for interrogation, four were let off and one, Tuniya, son of Radheyshyam is under arrest. Tuniya, in his Twenties, is a married man but has notoriety in the village. The fact finding committee hopes the police will continue to pursue the matter with vigour.
Mamta is slowly recovering. She had sustained 35 per cent burns injuries of the first and second degree, covering all of her face, upper chest, parts of the arms, and parts of the scalp. The class 12 student of the local intermediate college remains deeply disturbed, occasionally incoherent. Though she had told the police initially that she was sexually harassed in the village by five young men, she had not informed her parents of an alleged gang rape on 1st august in the sugar cane fields. She also remained unsure of the names and number of men who had allegedly raped her. The only consistent name was of Tuniya. The girl in her “dysing declaration” to a magistrate,a statuory requirement in such cases, said she was raped by one man.
Despite talking to her and her parents, villagers the fact finding team could not prima facie establish the narrative of a gang rape, or how she came to be burnt. The team therefore refrains from making a statement on the source of her injuries and the identity of her assailant. We hope that sustained police investigation over an extended period of time, and once the girl is out of her immediate trauma, may be able to reveal facts that can be sustained in court.
It is however clear that the family of the victim has pending litigations with several of their immediate neighbours, who are also their estranged relatives, and with people in other parts of the village. These are cases relating to ancestral properties in which the victim’s father, Molahe Ram, a dalit, is involved in cross cases in civil and criminal courts. Molahe has four daughters, and a ten-year-old son. He has educated his daughters to the high school level. The victim, the third daughter, is said to be a bright student of class 12. She told us she wants to study further.
The population of Juhari village consists of about 50 per cent Brahmins. Dalits, mostly of the Raidas community and other castes make up the rest of the population. Villagers claim that though the upper castes dominate, there has been no inter caste tension in the village. Ramkot police station however reports an above average incident of crimes and violence in the region.
While the focus of the fact-finding team was on this specific case, we cannot ignore the data of gender and anti-Dalit violence in the state of Uttar Pradesh. Specific incidents of violence have to be located in the environment and the ethos. We note from official records that 1,757 cases of rape were reported from Uttar Pradesh in 2009 and 1,290 in 2010, of whom 558 were Dalit women. Even this year, till May, 706 cases have been registered – an average of 114 rapes a month. The National Crime Records Bureau and the National Commission for Child Rights reported in 2008 that out of 5,446 cases of child rape in India, 900 were in Uttar Pradesh. And these were just the reported cases as most children are frightened into silence and the violence is discovered only because of injury or other signs of trauma.
This fact finding tam therefore recommends to the governments of the State of Uttar Pradesh for a comprehensive plan which includes preventing measures of which sensitizing parents, teachers and children through a village level mass education program me, prompt police action, special units in hospital for corrective and restorative treatment and trauma care, and rehabilitation. A piece-meal approach will not sufficiently address this very serious national issue.

UP Dalit girl Mamta needs sophisticated plastic surgery for burns wounds
Civil society concerned at rise in women suicides, rapes and anti-Dalit violence
Lucknow, August 12, 2011
The All India Christian Council, a national human rights and advocacy group, has offered to work with state government agencies for advanced treatment of Mamta, a Dalit teenage girl of Juhari village in Sitapur district of Uttar Pradesh who sustained serious face and upper body burns on 2nd August in an alleged case of rape and assault. The Council has also extended its offer in similar cases of Dalit victims who need advanced surgery and rehabilitation, together with the pursuit of justice.
Although the state government is giving a compensation of Rs 25,000 to the victim at the registration of the First Information Report and Rs 75,000 on the filing of the Charge Sheet in the court, the victims need psychological post-trauma counseling. Burns victims also need corrective and cosmetic surgery on hands and faces as part of their physical and social rehabilitation, which is not available for poor victims from villages and small towns.
A fact-finding team consisting of National Integration Council Member Dr John Dayal, former Lucknow University Vice chancellor Roop Rekha Verma, retired Inspector General of Policed SR Darapuri and social activist Madhu Chandra visited Juhari village to investigate the incident. A team of National Women’s commission had also recently visited the village. one more dalit girl set on fire- yet another hate crime
Hi Friends,
One more horrific gruesome crime against a Dalit girl in UP, like what happened to 9 years old Kamlesh in 2008. This want is different from Kamlesh. Punishment for being untouchable who are taught religious to subject to the appease. Like Kamlesh and this girl, every day and each day, crimes against Indian's untouchable, many go unreported.
We are in touch with our team at Lucknow to stock the situation and update us. If possible a fact finding team from Lucknow will rush soon.

Girl set ablaze for resisting rape attempt

LUCKNOW: Two youths allegedly set ablaze a teenage dalit girl when she resisted their rape attempt in Sitapur district, 90 km from Lucknow, on Tuesday morning. With 50% burns, the girl, a class XII student, is battling for life in the district hospital. The incident took place in Johri village of Ramkopt police circle in Sitapur district.
The victim's father has alleged that the five youths -- Tillu, Billu, Ajay, Dharmendra and Tuiyan -- all local residents, had been passing obscene remarks at the victim for the past few days. But, the girl usually overlooked their comments.
The miscreants allegedly barged into her house and tried to outrage her modesty. When she resisted, they poured kerosene on her and set her ablaze, her father claimed.
Police said that the incident came to light when the victim was admitted to the district hospital by her father who later informed the police. An FIR has been lodged in connection.
Local residents in Johri village however quoting the victim's younger sister said that the victim had prepared the rotis on Monday night which tasted sour. On her father's objection, she again prepared fresh rotis which again turned out to be sour. Her father then discussed the issue with his neighbour who then asked him to give the rotis first to stray cows and then consume them.
The family however opted not to have dinner on Monday night. Early in the morning, the girl was found wrapped in flames inside her room and was rushed to hospital. Allegations are that three of the five accused named by the victim's father were not even present in the village since morning. Inspector general (IG), Lucknow Zone, SK Singh, said that an FIR has been lodged on the complaint of the victim's father and the investigations are under way.
"We will round up the accuses and interrogate them to confirm if there was any disparity in the sequence of events that have been communicated to the police till now at all," Singh said.

BMC scraps night shelter plan for homeless
Night shelters for homeless
Staff Reporter
BHUBANESWAR: With the issue of night shelters for homeless remaining unsolved, the State government here on Friday made a move to mobilise resources for establishing shelters in Bhubaneswar, Cuttack and Puri.
A meeting chaired by Housing and Urban Development Secretary Sourav Garg decided to approach land administration in respective urban centres for finding suitable locations for the proposed night shelters.
A commission appointed by Supreme Court had suggested at least 15 night shelters on permanent basis for the three cities – seven for Bhubaneswar, six for Cuttack and two for Puri.
As per present status, Bhubaneswar Municipal Corporation (BMC) had made two temporary night shelters operational in 2010.
However, the basic necessary infrastructure like electricity, bed-roll, toilets, drinking water and food were not available in the night shelters.
According to a survey conducted by a city-based reputed B-school, about 450 homeless were found in the capital city in 2010.
At the meeting it was decided that BMC would move General Administration for identifying land measuring around 2000 square feet preferably nearer to Railway Station, Bus Terminal and Temples to build night shelter on permanent basis.
Senior officials said since there were no guidelines regarding functioning and funding for night shelters, convergence of resources would be required for upcoming night shelters.
Suggestions from Food Supplies and Consumer Welfare and Women and Child Welfare departments would be sought if they could incorporate beneficiaries of night shelters in any of their welfare programmes.
In fact, BMC had floated expression of interest for functioning night-shelters. An NGO had expressed its keenness to run these shelters on no profit and no-loss basis.
The meeting asked other two centres such as Cuttack and Puri to study the BMC's experiment.
The Apex Court has laid out clear action plan for homeless people living without shelters in cities.
